Massachusetts uses VINE and its web service, VINELink, for custody information and notifications. The official Massachusetts prison locator instructions state that only the Massachusetts Department of Correction participates in the Commonwealth's VINE program. That means a person housed in an MA DOC state prison may be found through VINELink. It does not mean every person arrested, jailed, or sentenced in Franklin County is covered.
The Franklin County Sheriff's Office runs the Franklin County Jail and House of Correction. Its people are outside the documented Massachusetts VINE feed. A person held only at Elm Street must be checked with FCSO, not with the state-prison locator. The same limit applies when someone served a county house-of-correction sentence rather than an MA DOC sentence. The Western Massachusetts Regional Women's Correctional Center is a separate regional custodian, so its own records process controls a Franklin-linked release from Chicopee.
Federal and immigration custody also sit outside Massachusetts VINE. BOP has its own federal locator, while ICE uses a separate detainee system. A transfer from Franklin County custody to another authority is not a community release, even though the sheriff's custody has ended. Start with the custody source before interpreting any missing name.
The documented public VINE number is 866-277-7477. It can help locate a participating MA DOC record or assist with alert registration, but it is not the Franklin County jail records line. FCSO remains the custodian for an Elm Street admission, sentence calculation, and release transaction. Keeping the two contacts separate prevents a state service from being asked to verify a county event it never received.
Search Franklin VINELink Records
Use VINELink for one known MA DOC person. The search is not a county release list and does not show everyone who left Franklin County custody. Full first and last name or the MA DOC commitment number are the documented inputs. A commitment number is the correctional identifier assigned to the state record. When a name returns more than one person, compare every visible identifier and institution before opening notification controls.

This screen is an entry route, not evidence that a particular person has been released. A person-specific result must be matched to an authorized known record.
For an older county release, use the Franklin County released inmate search path based on the sheriff's admission and release record plus the court docket. A live state locator is too narrow for that task.
Franklin VINELink Release Fields
A public result should be quoted as it appears. Massachusetts does not promise that every record has the same fields, that a projected date will appear, or that a released result will stay visible. The live interface can change. Never relabel a projected date as an actual release date, and never treat a location change as proof that all custody ended.

A released or out-of-custody result is useful but not the strongest formal proof. Ask MA DOC for the release or discharge certificate, Release Order, sentence listing, or transaction that records the actual date, type, and destination. Also record when the screen was checked. A custody feed can change after a transfer, data correction, or final release. Franklin Release Notice Options
Franklin County has a distinct notification gap. Massachusetts VINE covers MA DOC, while FCSO releases remain outside the public feed. For eligible victims and people affected by crime, the Commonwealth maintains a separate, confidential Victim Notification Registry through the Department of Criminal Justice Information Services. It is not a casual name search and does not publish a list of released people.
The official registry application covers specified events such as movement to less-secure custody, escape, and temporary, provisional, or final release. Registration requires an application and qualifying material, such as a police report, district-attorney summons, or advocate letter. This state registry can cover qualifying Franklin County release events even though the sheriff is not in public VINELink, but its notices remain confidential and purpose-specific.
Missing Franklin VINELink Results
A no-result has several possible meanings. The name may be spelled differently, the commitment number may be wrong, data may be delayed, the person may have left MA DOC, or the person may be held by FCSO, another sheriff, BOP, ICE, or a federal pretrial contractor. The result never proves community release by itself.

A focused FCSO request should include the person's full name, approximate admission or release dates, docket, and booking number when known. Ask for the actual date and time custody ended, the release category, and any receiving authority. Those fields answer the question that a missing VINELink result cannot: whether the person returned to the community or entered another custody system.
Confirm Franklin County Release
Match the confirmation route to the agency. For the Franklin County Jail and House of Correction, call FCSO and ask whether the person is still held. If not, ask whether the disposition was community release or transfer. Follow with a focused written request for the actual release date and time, release category, facility, and receiving authority. For the Western Massachusetts Regional Women's Correctional Center, use Hampden County/WCC records and the Franklin court docket.
For MA DOC, use the state records request after reviewing VINELink. A court docket can show bail, dismissal, sentence, time served, probation, warrants, or later case events, but a court order does not always mark the time physical custody ended. The correctional transaction supplies that point. If a record says transfer, confirm the next custodian before describing the person as released to the community.
VINE works best as a timely alert and status clue. It is not a complete archive. Keeping the source, exact label, and retrieval date prevents a projected event or stale status from being mistaken for a final Franklin County release.
